They havent gone down. If they could afford it last year, they should be good this year. When states want more money they go straight to threatening teachers, firefighters and police as the only way to go. If the state and local governments are that inept at budgeting all this money will do is enable them to still be inept. It will not solve the root problem. More of our money poorly spent.
