Each of these sub-divisions would be divided into 5 conferences of 12 teams each, sorted geographically. But how do you decide which teams start in I-A-1 and which in I-A-2? I decided that for the first year, teams would simply be sorted by their undergraduate attendance. This gives you some crazy things like Miami (FL) starting in the lower division, but oh well.
